In 2010 the GEDC collaborated with representatives from the public and private sector to craft its Comprehensive Economic Development Strategy (CEDS), which will serve as an economic road map to diversify and strengthen Grundy’s regional economy.
The Grundy County CEDS was approved by the Economic Development Administration (EDA) and adopted by the Grundy County Board in July of 2011 thereby qualifying Grundy for investment assistance made available under the Public Works and Economic Development Act (PWEDA).

A product of the Grundy County CEDS is the updated Strategic Plan for the GEDC. The working document outlines goals and objectives for 2011 and beyond. Under this plan, strategies and partnerships are identified for:
- Industry Clusters
- Higher Education
- Community Development
